You have to pull the bracket up (with some force!) and then you can fold it forward. If that doesn't work, you have mounted the bracket the wrong way round. Look below to see notches in the tubes on the left and right. These notches should be directed to the rear (so to the license plate, so to speak), then the bracket can close really easily... I agree with everyone that the user manual -with only pictures- could be a bit clearer in different areas!
