Question: I just measured the leftover elastics I had from when I first put my Sjopenna floor lamp together. They are approximately 35mm, 65mm, and 95mm in diameter. I don't know where to source them, however.

After some more research, you could make the elastics yourself. Search for "3mm elastic cord" on Amazon. You'd have to cut them to the right length and then join the ends, probably with a hot glue gun.
