I'm not making it work. It seems to send current through continuously. I do not get to reset a mode that is set with time, but have instead set the times exactly the same. however, the power does not turn off.

Yes, there is a bad manual. The instructions in the package are still different than on this website. The font is so small that it needs to be enlarged on the phone. The programming always skipped the first time off time setting until then, from a number onwards, only the off times were displayed. I was already throwing the waterfowl all the way through, until the third factory reset (reset button) the timer started working according to the instructions.
